Belgium made T-Bolt will not eject spent cases

I have a Belgium built T-bolt Browning 22 LR that has started not ejecting spent cases. The extractors are pulling the cases from the chamber but not releasing. I have to stick my finger in and knock the case free, tip the rifle over to get the case out, and then close the bolt to load the next round. Can someone explain the sequence of what is suppose to occur, what to look for, and possible method of repair without involving a gunsmith? I have above average mechanical skills and tools so a short explanation might do.
